Township Enters Site Selection Process for

Used Nuclear Fuel Repository

At its Regular Council Meeting of the Corporation of the Township Ignace on August 25th, 2010, Council unanimously passed a resolution to formally enter into the Site Selection Process of the Nuclear Waste Management Organization.  The objective of the NWMO’s Site Selection Process is to identify an informed and willing community to host a Deep Geologic Repository for Canada’s Used Nuclear Fuel.

The Township first contacted the Nuclear Waste Management Organization in December 2008 to begin looking into the Organization’s project for the long-term management of used nuclear fuel, which has been termed “Adaptive Phased Management.”

Over the last twenty months, several events and interactions with the NWMO have taken place designed to give Council the opportunity to learn more about the NWMO’s Project to establish a site for the underground storage of used nuclear fuel.  As a result of this learning process, Council has developed a good understanding of the Project, and has therefore decided to enter the Site Selection Process.

The first step will be an “Initial Screening” of the community.  This step consists of geologic, hydrogeologic and other scientific studies aimed at determining whether or not from a technical and safety standpoint Ignace would be a suitable site for a deep geologic repository.  There will also studies to consider how a deep geologic repository would affect other land uses or natural resource developments.  Details on how and when the initial screening will occur are not yet available.

The NWMO estimates that the nine-step site selection process will take between 7 and 10 years.  During the process, the NWMO will undertake geological studies of bedrock to determine if it is suitable for the repository.  At the same time, the NWMO will undertake socio-economic and other studies to assess the impacts of the proposed repository on the community.  Finally, and most importantly, the NWMO must receive a clear indication that the community is willing to host the repository.  Without that, the community will not be selected.

By entering into this process, the Township of Ignace has not committed to having the repository located in the community.  At any point Ignace can withdraw from the process.  As the process develops, we will all learn more about the prospects of having this repository located in Ignace.  Township Council encourages its residents to take the opportunity to learn more about this project and become involved in the decision-making process.

Learning More About Nuclear Waste Management –  Information Kiosk in Township Offices

In recent months, the Township of Ignace has been learning about Canada’s Plan for the long-term management of used nuclear fuel and the Nuclear Waste Management Organization’s (NWMO) process for identifying an informed and willing community to host a deep geological repository for the used fuel.  Selecting a site will take many years.  The project will not be imposed on any community.

In early June, a delegation from the community travelled to Ottawa to meet with the Canadian Nuclear Safety Commission to learn about how the process and the project will be regulated to ensure that safety of human beings and the environment would be protected.

And soon, the Township will engage an independent consultant to review information published on the NWMO website to learn more about the technical safety dimensions of the NWMO’s nuclear waste management system.   The report by the consultant will be made available to the public.

In order to help citizens learn more about the project and the site selection process, the Township asked the NWMO to create an information kiosk and make it available in Township offices where people can drop by and pick up material at their leisure.  There are backgrounders available on various topics including the NWMO, the project, regulatory oversight, the multiple barrier system and site selection process.  There is also a touch screen where citizens can watch an animated video of the project and another about used nuclear fuel transportation.
